system failure - cannot find '(null)'

I booted up my XP Pro machine last night, only to discover that something has
failed and my pc no longer finds / loads my desktop, and the pc has very
limited operability.
- PC will boot and allow me to log in.
- some start-up programs will load
- i cannot open control panel, after a long pause, I get the message
"Windows cannot find '(null)'. Make sure you typed the name correctly, and
then try again. To search for a file, click the STart button, and then click
Search."
- i removed a bunch of my son's video games via the control panel two
nights ago (approx 6 GB worth)...one of the programs must have removed
something it shouldn't have..
- internet security / virus scan (trend micro) loads but i cannot access it
- i can start up in safe mode, but don't have a clue what to do. starting
with last good settings doesn't even get me to the login window....

can anyone assist?

Reboot and tap F8 right at startup/power on, and from list of options, go
into Safe Mode using UP Arrow, the ENTER.
Do a system restore to before you deleted programs.
Disable anti-virus before doing SR.

Then work out how to delete them, without screwing it up!

Start>All Programs>Accessories>System Tools>System restore.
