System DLL message

I have a gateway computer with windows xp media, center edition 2002,
service pack2. Recently I've started getting a message pop up when I
turn the computer on - following is what the message says:

The system DLL user 32.dll was relocated in memory. The application
will not run properly. The location occurred because
DLLC:\Windows\System32\HHCRTL.ocx occupied an address range reserved
for Windows system DLLs. The Vendor supplying the DLL should be
contacted for a new DLL.

I'm able to continue to use the computer etc. but I'm worried that if I
don't get this fixed it could cause problems. I'm a novice at all this
lingo so I'm not exactly sure what all this means or how to fix it.
How do I find out who the vendor is supplying the DLL? Is that
Microsoft or? Is there a way to fix this on my own. I've seen where
you can download an error 32 problem fix from the internet but I'm not
sure which ones are safe or even if they would be able to fix my
problem. I need some guidance and advice if anyone can help me figure
this out. I'd appreciate any suggestions offered. Thanks!
