system administrator, over quota

When sending emails and the server exceeds the quota, the "system
administrator" sends a message back saying that it's over quota, doesn't send
the message, loses the original copy of the email, and doesn't save a copy in
the "sent items".

Please don't tell me that there's utterly no way to recover the original
messages. I've looked everywhere and cannot find even one copy in the
cookies folder. A LOT of messages were lost this way before this "system
administrator" messages were found in the junk folder, without my ever
requesting that they be sent there.

I'm curious what makes you think that this is an Outlook issue if you didn't
specify any configuration information.

By "configuration information" do you mean the switch to save copies of email
in the "sent items" folder? That has been set, and it usually does save sent
messages. But there seems to be a quirk in Outlook where, when the server
sends back that message, it fails to save the email. Quite a few messages
were lost until this was discovered.

If it's not an Outlook issue, how can it be resolved?

No, I mean even more basic configuration information like version of
Outlook, type of mail account, etc...
