synscan arping and win32

hello,

has anyone managed to actually run Thomas Habets' arping application under
win32?

when i'm trying to run for ex.:
arping.exe -r 192.168.0.1
it crashes with the following error in the system log:

The Procedure entry point PacketGetReadEvent could not be loaded in the
dynamic link library packet.dll

i have packet.dll installed, as well as the wpcap.dll (both taken from
winpcap 3.1) and libnetNT.dll

any clues how to get it working?
