Synchronize forms

What does "Synchronize Forms" at Send/Receive Groups in Office 2003 mean?
I have an Exchange Server. I receive eMails directly into Mailbox. I use
Exchange Cached Mode with OST.

That setting controls whether custom forms available on the server are synchronized to your local .ost cache.
