syn up audio with video

I have movie maker 2.1 and I imported a video of a presentation. The audio
was bad so I captured the audio and cleaned it up. I imported it into
Moviemaker along with my original video. I need to move the audio/music file
by about 30 millisec to syn it up with the video but it won't move that small
of an amount. Is there a resolution problem and how do I move it that amount?

I suspect that it's due to the different cycles audio and video work at in
analogue, which may be causing the problem, depending on how you worked on
the audio.
There isn't w ay of moving it this small amount in MM, and I expect not in
anything actually as the least you can move it is one frame, 1/25 or 1/29.97
of a second.
How did you do the work on the audio?
