Switching Identities in Outlook Express

Outlook express frequently will not switch between identities. When I try to
switch from one identity to another, outlook express will disappear
completely and I get a message telling me that "Outlook express could not be
started because another instance of it is still running on your computer.
Please log off windows and then restart express. If problem still persists,
restart computer" It does not matter what I try, only restarting the computer
will allow me to open outlook express again.
Thank you for any suggestions.

Outlook Express is family of Internet Explorer and Outlook of the Office
family.
