Switching from German to English for menus and dialogs

Currently we have Windows XP Professional (version 5.1) installed on a laptop
and all the menus and dialogs are in German. Does anyone know how to change
them to English? On another PC, with the same version of Windows installed
(already in English), there is a dropdown menu for 'Language used in menus
and dialogs' under the Languages tab in Regional and Language Options
(Control Panel). However, for some reason this menu is not available on the
laptop where everything is in German.

The first system was bought in Germany and the main user is German (but
English speaking). However, I tend to be the one who's trying to sort out
technical problems, and my German isn't very good, which is why we want to
change it.

You get that menu if the Multilingual User Interface (MUI) is installed.
Apparently the other PC has Windows XP English with the German MUI
installed.
Since the MUI can only be installed on English versions of Windows XP, there
is nothing you can do to change the German Windows to English short of
buying and installing Windows in English.
