svchost high cpu usage - looks like NLA

Every 30 seconds or so my cpu usage for svchost goes mental, Process
Explorer shows "ntdll.dll!RtlAllocateHeap+0x18c" as going for max CPU,
then it goes to normal after 10s or so.

Killing Network Location Awareness stops it for a while, but then it
restarts (NLA) even if the service is set to disabled!

Anyone help?
