suggestions for use of shortcuts to folders/files under XP?

Pls:
(1)For ex: Should such old shortcuts Win95/98 shortcuts,
that previously pointed to to a hi level(ie directly under
D:\ ) regenerate Okay upon moving to 3rd level hierchy--
ie under a subfolder of a subfolder of a subfolder ?
I have some difficulties with that, and this can be time-
consuming when they are plenty !!

(2) For newly created shortcuts under XP: Is there a
recommended location or any best practice where to
keep/save shortcut -- so that there would still activate
(failsafe) when later on the "pointed to" folder/file is
moved to a different location (for better file-store
management)

My experience: A shortcut can be placed anywhere, in any folder, on
Desktop, etc. If the target or item "pointed to" is moved, however, the
shorcut usually finds it. You may briefly get the "searching" dialog box
with the waving flashlight. Prolonged searching indicates either that the
file/folder is deleted or the name was changed. In latter case, shortcuts
have to be updated to show changes; may be easier to just create new
shortcut and delete old one.
