Suggest different ways to maintain update employee policy binder

I am looking for different way to organize our organizational employee policy
binder. It is a thick book. If there are different templates available or
suggestion to share. I am looking into ideas to adapt from templates to
recreate / maintain / update our existing policy binder.

Many people have looked for policy manual templates but they are as varied
as the end user. What I did when given this task was to Google other similar
institutions to see if their policies were online. I then developed a
template based on things I liked.
