Strange FTP/Telnet Problems!

Lately, I cannot FTP or Telnet from the command line, and any program
that has to contact "the mother ship" for updates fails, as well.
I have no trouble with IE6 and can download files via the browser with no
problem. I've tried diagnostics, temporarily turning off the firewall and
spyware software
to no avail. Any help would be appreciated! - NO, I do NOT want to reload XP
Pro
unless I absolutely have to!!

Reloading XP would not likely help. Are you saying you can connect to the
FTP site via IE6, and that only the command line version fails?

What are the failure messages?
