Strange deplay or cpu activity in apps when user clicks mouse

We have a user who has had several problems with his Dell Precision
350 workstation which has just had a reinstall of Windows XP.

The machine has been fully patched and updated from Microsofts Windows
Update and it has Symantec Norton Antivirus 8 installed fully updated.

The user has several applications installed, such as Office 2003,
Macromedia Flash MX 2004 and Adobe Photoshop 7.

When the user tries to use these apps, when only one or all of them
are open, he gets a very strange delay when he clicks the mouse to
change tools in photoshop, or when he clicks on a frame in Flash when
an object is highlighted etc. Powerpoint can sit there at 80% plus cpu
activity when its doing nothing.

The delay seems to be related to some strange activity for the
application he's using, as when watching the cpu usage in the task
manager as makes his click, the applications cpu usage count goes
right up to 95% plus for a second or so, then drops back down to
normal.

This might not sound too bad, but this happens EVERYTIME the user
click on the application he's using for whatever reason.

ANY ideas ?

Disable nortons and see if the problem persists. You can use msconfig
for this.
