Storing and managing images - Advise

I need to manage images in a small SQL Server / Access 2003 / Adp project.
At the moment I would like to give the opportunity to users to have a
thumbnail of the image, open a container for the image and give user the
opportunity to print it.

The questions are:

1) What is the best startegy to store the images? Within the database, or
just link the images (UNC, like \\servername\path)? The lattest would give
the possibility to acces the same images within filesystem.

2) Is there any Access built in function for image manipolation like
zooming, scrolling etc?

I'd definitely go for UNCs
