Here is an excellent shutdown troubleshooter:
http://www.aumha.org/win5/a/shtdwnxp.htm

Also, you should ensure that your computer is 100% spyware and
malware-free. If you need help doing that, post back.

Thanks for the hint. I also found it, and the freeware shutdown.exe is
visibly better than Window's shutdown.exe. I succeeded in shutting down
and restarted without difficulties. However, it remains a quizz for me
why the PC did not stop in the first time, when I used the standard
shutdown via the buttons and via Windows's shutdown. exe .

BTW, it's queer to have two programs use the same name.

I guess that I shouldn't have any spyware or malware as I regularly (?)
scan my PC with Spysbot 1.3 and AdAware SE, use AVG antivirus and
ZoneAlarm Security suite. But some Netskys pass into the AVG temp folder
as tmp files and when I want to delete them manually they are already
gone (?). But could a netsky be behind the non-shutdown ???

Thanks for the help

Any malware can cause Windows to hang at shutdown. Most often this
symptom is caused by programs and/or processes refusing to exit
gracefully. And very often the culprits are malware. It certainly
wouldn't hurt to update the definitions for all your protection
programs and do thorough scans in Safe Mode.
