Stop messages sending immediately in Outlook 2000

Having recently upgraded a lot of people to use exchange on Outlook 2000,
I've struggled to find the option of setting Outlook to not send messages
immediately when you press the send button (instead going to the outbox
awaiting it to be sent using send/receive manually)

The setting is available to me as I'm using Outlook 2003 (in the tools >
options > mail set up) and i recall being able to set it in Outlook 2000 when
using a pop3 account. Any idea where it is now or can it not be done when
using an exchange account?

I don't recall any version of Outlook that does not have a "Work Offline"
option.
