Stop error IRQL_Not Less or Equal during reinstall

Reinstalling XP Professional pre SP1 upgrade version after
new motherboard/processor upgrade. Initially did recovery
and reactivation which seemed to go OK but started having
O/S errors, problems, and disappearing devices. All
hardware initially worked after recovery. First problem
noticed was when I opened "my computer, properties" to
view system configuration and received error "rundll32.exe
Entry point not found. Remote Assistance Prepare System
Restore could not be located in winsta.dll". Attempted
second restore to no avail. Subsequently booted from CD
and started reinstall (no format of C:) and received
subject error well into the reinstall process. Suspect
problem is due to motherboards USB2 controller/ports not
being recognized by my current version of XP. Plan to
disable USB2, format, and attemp clean install but wanted
to check discussion group before proceeding for any other
suggestions.
Any help or suggestions will be greatly appreciated.
