Still unresolved...startup error

I keep getting an error message where the banner message says "unable to
locate component ccapp.exe" and text box says "unable to restart application
msvcp70.dll". I can't seem to find an easily understood fix on Microsoft
help site. Any ideas how to fix this?

Google suggests that this is a component of Norton Anti-Virus.
