Starting Outlook

Lately, everytime I start Outlook 2003, I get the following error message:
"The add-in C:\windows\system\mociext.dll could not be installed or loaded.
This problem may be resolved by using detect and repair on the help menu."
The problem is, I use detect and repair and it fixes the problem, but the
next time I open Outlook, the same thing happens again.

Anyone know how to fix this?
