All users programs folder:
C:\ProgramData\Microsoft\Windows\Start Menu\Programs

User profile programs folder:
C:\Users\%UserProfile%\AppData\Roaming\Microsoft\Windows\Start
Menu\Programs

Thanks for the post

In Xp, I would go to the local C Drive > Documents and folders > select the
user > Start menu > program files and I could see all the short cuts nd I
could add folders and generally reorganise.

can seem to see where that's done now

You can simply right click the Start Button and select Explore to open the
user specific Start Menu/Programs folder.

To go to the All Users Start Menu/Programs folder right click and select
Explore All Users.
