Start up/close down problems

I use windows XP media centre on an HP M7570 UK computer. When I switch on
the start up process freezes in the final part of the process. There is no
response to the mouse and it is necessary to switch off at the main switch on
the tower. It often takes three goes before it eventually fires up. I have
also noticed that after selecting shut down nothing happens and it is
necessary to press start/shut down a second time. It normally works on the
second attempt. sometimes it goes through a process of closing various
applications that did not appear to be open.

I have tried removing unnecessary progs from the start up menu but when I
restart I get a warning " You have used systems config utility to make
changes to the way windows starts.
The system config utility is currently running in diagnostic mode causing
thius message to be displayed and the utility to run every time windows
starts.
Choose the normal start up mode on the general tab to start windows normally
and undo the changes you made using the systen config utility".
How can I remove programmes from the start menu without causing this warning
to come up each time?
