Start Menu in Windows XP

XP has the functionality to create a Start Menu for each separate User
besides one for All Users and I don't know for how many more. In my case, I
am the only User but there are two separate Start Menus for Jayant and P.
Jayant besides one for All Users in Documents and Settings. But the column
of folders and shortcuts which opens on clicking the Star Button is the full
height of the monitor or even longer, even though using the customize Start
Menu feature, I have grouped them into 5 to 6 Groups in the P. Jayant Menu.
I therefore expect to see the names of those 5 or 6 Groups, since I have
logged in as P. Jayant.
I would like to know whose Start Menu is Windows opening up with the Start
Button so that I can customize that. From that column itself, it is
impossible to create new groups and move the scores of shortcuts to the
relevant Groups. Could anyone familiar with this problem advise me how the
column can be re-organized?

The start menu you see is a combination of two. The All Users start menu and the one for the currently active (logged on) user account.
