Start menu; Help and Support

Suddenly, when I click Help and Support on Start menu I get the message
"Windows can't find helpctr.exe". Earlier it was OK.
I have found the file and created a shortcut on my desktop, but I want the
shortcut in Start menu to work properly.
How do I do to open the shortcut and find out what is wrong.
