Start bar

Hello, my start bar appears to be not working. It has shrunk so that I cannot
even view it. I am only able to expand my start bar when I enable the
language or links toolbar. Also, once I have enabled one of them and have
expanded the start bar, I do not see any running applications on it. For
example I cannot view the little bar that says "Windows Internet Explorer"
where it would normally be on my start bar. The "lock the taskbar" is
unchecked and I have even tried turning off "auto-hide the start bar". I've
even gone so far as to do a system restore in case something I downloaded is
causing the issue. My Norton Antivirus does not detect any problems however,
and I've done a full-system check. Please help me fix my start bar! (I have
Windows XP media edition 2002 edition, service pack 2)
