Start bar locks

Hey everyone
I recently upgraded to Xp fromm 2000 pro about 6 months
back. Just wondering if anyone is having the same
problem that I am, and if so how to fix it. It's not
really a problem, but more of an annoyance. Ever since I
upgraded (using a full version), my start bar locks for
about a minute and a half to two minutes after I either
start/load a program or exit a program. Any suggestions?
