When I click on SART/ALL PROGRAMS I have 3 columns of files. The last
column shows only particial files/icons. How can I fit them in , so that I
can see all of h names, they are cut off in half?

Change your Screen Resolution from 800x600 to 1024 X 768
And hopefully you have good EYES

or use smaller fonts

Right-click on the START button, go to Explore All Users.
This will bring up an Explorer view of the start menu for
All Users. Right-click on an open area of the right-hand
pane, go go New, click on Folder. Create folders for
similar programs, then drag the similar programs to the
same folder and you'll re-gain some real estate.

This is just one possible solution.

Good Luck !

Agree.

To the OP:

Right click the Start Button/Properties/Customize/Advanced/Scroll Programs

or:

Right click the Start Button/Explore All Users/Start Menu/Programs. In the
right pane, create new Folders and drag and drop related shortcuts, etc.

or:

Rename the longer titles, thus reducing the width.

Added info:

Description of the Start Menu in Windows XP

Manual: Enable Start Menu Scrolling

When there are more items on the Start Menu than can fit on the screen,
Windows can either create a second column of items or it can create a
scrolling menu. This tweak controls that functionality.

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\
Explorer\Advanced. Value Name: StartMenuScrollPrograms, Data Type: REG_SZ
(String Value), Value Data: "Yes" or "No".

Create a new String value, or modify the existing value, called
'StartMenuScrollPrograms' and edit the value according to the settings
above.

Exit your registry, you may need to restart or log out of Windows for the
change to take effect.

Note: This can be used either on a user by user basis by adding it to
HKEY_CURRENT_USER or on a computer wide basis by adding it to
HKEY_LOCAL_MACHINE.

The width of the columns is set by the length of the longest name. So
look for unnecessarily long names, r-click and rename to something
shorter. Also prune the list, and move some items into folders you make
in c:\Documents and Settings\All Users\StartMenu\Programs. These will
appear as sub-menus, and you can drag things into them on the Menu
