standby not available

Problem Description: the standby option is not available
in the "turn off computer" screen. instead I have the
hibernation button. the power button configuration is
also not available in the advanced tab of the power
options menu. the power scheme tab of the power options
menu has no standby options either.
Problem Area: PNP/Power Management/ACPI
Frequency of problem: Always Happens
Operating system / version: Windows XP
