Standby Issue

I have a standby issue with my machine since I loaded "Front Page 2003".
Before I loaded frontpage my machine would enter "Standby" just like it
should. Since I loaded frontpage the machine will not enter "Standby". I
uninstalled frontpage and the machine still will not enter "Standby". Are
there any known issues with this and how can I correct it. The other
question I have is after I uninstalled frontpage the directory and some files
remained. I tried to delete them but they won't delete - it says they are
being used. The files remaining are the "microsoft frontpage" directory and
"version 3.0" and "bin". These files just won't go away - how do you get rid
of them. I always thought when you use the "Add/Remove Programs" option it
was to delete all the files off your machine. How can I get rid of these
files?

Those particular files and folders are present in every XP installation
even without Front Page installed. No idea why they are there. They just
are and can't be deleted.
