SQL Writer Error Message on Start up

On start up I get 'SQL Writer SQLDumper Library Failed Initialization'.
Internet Explorer is slow to start. No other problems. How do I fix this. XP
Pro SP2.

try doing a clean boot...follow the below article on how to do clean
boot

The error message is not there during a clean boot, but is still there with a
normal boot. The message also says to run setup but it doesn't say setup for
what.
