I think my system has been inflitrated

I keep getting a homepage driven by mshp.dll - when ever
I delete this file it recreates itself

At about the same time I started getting a pop-up window
with various content but always the same window heading
of "Only the best" - are they related?

I have run adware but am sill getting this problem

Any tips?
