spontaneous reboots during upgrade

I am upgrading from Win98 to W2k Pro. Everything was
going fine until now. Near the end of the upgrade after
Windows has gone through the hardware detection (mouse,
keyboard, etc.) and network setup, it get to the screen
where it's copying files for software and things like IIS
files flash by. Then it's copying files for "distributed
transaction coordinator" and suddenly reboots. The setup
then restarts and goes through the whole routine again.
Any way to get it to finish the upgrade?

Try disconnected whatever hardware you don't need to complete the setup (usb
devices, pci cards, onboard devices) ...
