Split screen AND frozen rows

Is there a way to split a sheet, top and bottom, and then to freeze rows
within either or both the top and bottom? When I split the screen, then
highlight the rows in the top pane that I want to freeze, then hit
freeze, the split becomes the freeze point. That's not what I want.
Can anyone bail me out on this one?

You get one split or Freeze per window.

One way that may work for you is to start a new window
Window|New Window
then
Window|arrange|horizontal

Then you could do what ever you want to both windows.
