Speech Recognition - No Dictation?

I'm having an issue where my speech recognition won't do anything but accept
commands. When I'm in MS Word it won't dictate anything of what I'm saying.
Instead, it finds some command, and applies it... So is there any way I can
get it to dictate what I'm saying into MS Word or any other text input
software?

Oh and by the way, I've done the tutorial, all the training exercises, and
still no results.

Fire up regedit, and look at
HKEY_CURRENT_USER\Software\microsoft\speech\preferences\en-us\DictationEnabled.

If the key exists and has value 0, then delete it, and restart Windows
Speech Recognition.

Note! The en-us needs to be the langid of the SR engine – if you’re using
the UK recognizer, for example, then it needs to be en-gb. French would be
fr-fr, and so forth.

What does fire up regedit mean, and how do I get to it to see if the value is
set at 0?
