SP4 & W32Time

I just installed a brand new domain controller with a new
domain. The machine doesn't have anything running on it
yet. After the intial installation, I was able to get
W32time to update correctly. After installing SP4, I get
errors in my event log saying the NTP server didn't
respond.

Any way to get W32Time to work again? I do have other DCs
with SP4 that get the same error.
