SP2 DirectX problem?

I've installed SP2 on several computers with no real apparent problems until
now. When WMP refused to play video in MPG files after SP2 installation on one
of the computers (audio plays fine), I started checking around. I found that
qdv.dll (DirectShow filter) isn't registered as it is on SP2 computers that do
play these files. Further, dxdllreg.exe doesn't show up as registered either,
which it should.

Should re-installing DirectX9c cure the problem?

One note: the video card in that computer isn't DX9 compatible, but isn't DX
backward compatible? Everything had been running problem free with DX9b prior
to installation of SP2.
