SP2 and now DNS mail program doesn't work

I have a small program running on my XP Pro computer. It's purpose is to
notify me via e-mail whenever the IP address on that computer has been
changed. (This allows me to remotely access the computer with an ever
changing IP address thanks to my DSL service.) The program worked
perfectly until I installed SP2 on the computer and now it can still obtain
the IP address (which requires communication with an external server), but
cannot send mail out using the DNS mailer. It stopped functioning the day
that I installed SP2 !

The MS Firewall has been completely disabled and my Norton Internet Security
is configured as it was before, allowing the DNS mailer to function
properly.

Does anyone know what the SP2 may have done to disrupt outbound
communications?

I'm not sure what SP2 would do to disable that... but there's a better way
to do this:

What you really want to do is set up Dynamic DNS (see
http://www.dyndns.org/). What this gives you is a free subdomain name that
dynamically updates the IP address whenever it changes. For example, instead
of connecting to 64.253.65.x... you'd connect to yourname.dyndns.org (which
would resolve into the correct IP address).

Of course you need a program running on the PC to detect when your IP
changes (and to update the dynamic dns service). I recommend using Direct
Update (http://www.directupdate.net/). This works even when behind a NAT
firewall/router. Also, if you are using a NAT Firewall/Router, it may have
built in support (I know Netgear includes this)
