sometimes the Picture Tools Format Tab is the main focus, sometimesit's just highlighted

In Word 2007 sometimes when I click on an image the ribbon shifts to
actually display the Picture Tools Format Tab.

Other times when I click on an image, that tab appears in the ribbon
with a colored background, but the ribbon doesn't move to that tab.

Why is that? It must have something to do context, but I can't seem to
figure out the pattern. I prefer it if the ribbon bounced me into the
picture tools format tab whenever I clicked on a picture/image. Is
there a way to do that?

The Picture Tools ribbon is activated when you first insert a picture. If
you then click away from the picture into text and immediately click back
into the picture (or another one), the Picture Tools will be active again.
But if you click into text and edit the text, then click the picture again,
the Picture Tools will not be activated unless you double-click the picture.
