software restriction policies

A few days ago I tried to dl and install SP1 updates on a fresh install of
XP Pro and got the error "could not verify the integrity of the file
Update.inf".
The software restriction policies were not yet defined, so I set the
restriction policy in Group Policy to "End Users" and it fixed the problem,
I was able to dl the updates.
But I had another fresh install of XP Pro on another PC in which the
software restriction policies had not yet been defined either and was able
to dl updates with no problem without ever getting the "could not verify
integrity" error. Could someone explain to me how this could happen on two
clean installations of XP?
