Software not remembering settings

I am logged in as an administrator. This was all set up using the Vista
setup wizard when I first installed it.

Lots of programs I am using are not remembering settings when I close them
down and re-open them. Program preferences such as toolbars are not being
retained after a restart of the program.

I have a VOIP telephone and on every restart I have to put the number in
again. I never had this problem with XP. This is just one example of many.

Does anybody have a suggestion to what this could be?

The programs are not compatible with Vista. One thing you can try is to set
the program to run in compatibility mode. In Help and Support type in
compatibility for details on how to do this.
