Socket Creation Allowed, Connection Refused

Hello Everybody,

I am just working on some problem with XP Service Pack 2 with some
colleagues of mine. The problem being, that we can create a socket
server on local ip adress 127.2.0.1, which is supposed to be an ip
adress of the local machine, like all 127.* ip adresses. The webserver
socket is created just fine, the only problem being that when we try
to connect to the socket (with internet explorer or telnet) it times
out and we cannot connect.
This does not happen when we use the default localhost ip adress,
being 127.0.0.1, it only happens when we use an ip address other than
this.

I would very much appreciate a quick reply as this is quite a serious
problem.
