SMTP error message

I am receiving an error message from Outlook Express SMTP,
Port: 25, Secure(SSL): No, Socket Error: 10060, Error
Number: 0x800CCC0E

The SMTP is correct but it will not send my emails, please
help

That error indicates that Outlook Express was not able to connect to your
SMTP server. If the server name in your account is correct, it may be that
you have a firewall blocking your connection. Also, try changing the SSL
settings on the Advanced tab of your account.
