slow start menu

When I click on start>Programs (the all programs menu)it
takes about 15 seconds for the all programs menu to come
up, and the hard drive makes a repetitive sound while this
is happening. Is this a registry problem with the program
menu order? Any help would be appreciated.

I've already done the usual maintenance things like
defragging, disk clean up, and full scanning.

Keen;
Start | Run |Type: regedit |OK
Go to
HKEY_CURRENT_USER \ Control Panel \ Desktop \
Right-click the String Value MenuShowDelay, and select Modify
Change the Value data (0 is fast, 400 is default. These are all in miliseconds)
When ready, press OK and close the registry editor
Log off, or restart Windows for the changes to take effect
