Slow restart and shutdown

Although my system is perfectly fine in terms of speed
when it's running, shutdown and restart are terribly slow.

When I click on shut down, the blue screen (not of death)
pops up, giving the usual "Saving your settings...", but
this screen lasts up to 4 minutes, possibly more (I
haven't kept count), when I'm restarting. How can I fix
this?

This is only a suggestion but there is a think called
windows power tools and there is a program in there that
allows you to speed up start up and shutdown procedures.
I must tell you these programs are not certified by
microsoft but I have not had any problems with them.
