Slow message download in 2003

I have recently found that Outlook 2003 on my HP desktop is extremely slow to
download messages. I may have 25 messages, and the download will often get
stuck on the first message, displaying 35B, then 100B, sometimes taking an
hour to download messages.

I have checked my internet connection and have good throughput. Other
computers on the same internet connection work fine.

I have done a Repair, and Reinstalled the software, but no change.

What is my next step?

Check to see if any of the following are turned on in your Outlook settings:

Remove the link between Outlook 2002 and MSN Messenger, perform the
following steps:

1. Start Outlook.
2. From the Tools menu, select Options.
3. Select the Other tab.
4. Clear the "Enable Instant Messaging in Microsoft Outlook" check box in
the Instant Messaging section, then click OK.
5. Close and restart Outlook for the change to take effect.

I don't have IM installed, so that choice isn't present.

When I try to download messages, Outlook will sometimes download the first
150k or so, then stall for an indefinite period, often 10-20 minutes. At
other times, it will down load the first 35 bytes (NOT KB), stop, then
download 100 bytes, then 200, until finally after a very long time, Outlook
will get the rest of the messages smoothly.

I have tried a Repair of Outlook, then Scanpst, then a reinstall. The
problem persists.

Any suggestions about my next step?

That option is available and that is the problem sometimes. If you have
inadvertantly turned this on (Enable the Person Names Smart Tag) then
every message you touch, Outlook will look for an IM to hook it to.
After a while, it gives up and then loads your message. After all, there
is nothing to find...
