Slow ethernet upload, and fast download

When I use FTP to upload to another computer the file transfer
is 33 mbps. When I download from the same computer it is
95 mbps. Both computers are new and very fast. The other computer
can upload and download at 95 mbps. They are both Celeron 2.4 ghz.
Why would downloading be slow, and uploading be fast on one
of two identical computers?

What is the connection between computers? Across the web TCP/IP? DSL? T-1?
On a LAN?

Inquiring minds .. .. .

Both machines have identical protocol sets bound to their respective adapters?
Are the two machines in the same network - can their cables be swapped to see
if there's any change in behavior?

Both Machines have every aspect of their software (except machine name and
IP address) from the same image backup one one machine. Both machines
have identical motherboards and 3com ethernet cards. Both machines have
processors with identical clock speeds 2.4 ghz Celeron. One machine has
more cache than the other (one is Celeron D). The Celeron D machine
currently
has 512 MB, and the other one has 256 mb. When I swap the location of the
faster machine, and place it on the cable and location of the slower machine
it is still fast. The slow machine is fast on uploads. The fast machine
uploads
at 98 mbps, and downloads at 112 mbps. (100 base t). The slow machine
uploads as 33 mbps, and downloads at 109 mbps.
