The process for diagnosing this is some what complex.

First thing you should check is the Event logs in MMC.

The best way to do this is open both System and Application
logs and Clear all entries. Then reboot, afterward examine
each log for Red icons, indicating an error. Double-Click
each to read the details. Usually you will find Service errors.
Services are interdependent, If a Service tries to start but
one of it's dependencies isn't running, the service will
eventually "Time-Out". Once you resolve all the errors, I
would then look at controlling Startups & Watchdogs. You
can use MsConfig to see what is running and determine
what to disable.

Another big contributor to slow boots is network startup.
You didn't mention your network configuration, but if you
have broadband and use DHCP, that could be a factor.

As always you should have current Anti-Virus, Firewall &
run the complete complement of Security tools.
AdAware
SpyBot
CWShredder
HiJackThis
And install "All" Critical updates from Windows Update.

Microsoft Management Console (mmc.exe). It's used to
load console modules (.msc). Easiest way to access it is
to Right Click My Computer & then left click Manage.
