Sizing of windows

When trying to resize a window the cursor does not change
shape (to the double headed arrows) when approaching the
borders. The "maximize" box is greyed out. The window
seems to be blocked for sizing. How can this be
solved/unblocked?

I think that if its coded as a non-reze window u cant.
Like all properties. There is a resizer but it may
trucate rt-lower part if going smaller.

Any advice given is my attempt to show appreciation for all

Where do you encounter this window? What application, and what window within
the application? We would like to attempt to replicate this problem
ourselves in order to help you.
