Single mouse click for handicapped person

I'm helping a handicapped person who has trouble double-clicking with the
mouse. I thought there was a way to set the left mouse button so that a
single click would run shortcut programs on the desktop, but I cannot find
it. Is there a setting that would make a single mouse click do the action
of a double click?

Check here: Windows Explorer/Tools/Folder Options/General/Click items as
follows.
