This search of Google Groups gives one matching thread from 1999 in
microsoft.public.inetexplorer.ie4 that shows how to remove IE4
side-by-side compatibililty mode from IE5.
Perhaps the method could somehow be modified to work with IE6? If not,
perhaps they could "go back to" IE5 (whatever that entails and IF they
ever have had it installed), remove compatibility mode from IE5 by using
the method in the thread, and then reinstall IE6?

It is a known problem. If you really want to get rid of IE 4
compatibilty mode, try to remove it manually.
To manually remove Internet Explorer 4.0 Compatibility Mode, follow
these steps:
1.Delete the "Internet Explorer-4 Compatible" folder and its contents.
2.Use Registry Editor to delete the following registry key:
HKEY_LOCAL_MACHINE\Software\Microsoft\Internet Explorer\Compatibility
Mode
Delete the "Previous Internet Explorer Ver. 4" shortcut icon from the
Internet Explorer folder on the Start menu.
3.Run the Internet Explorer 5.0 Repair Tool in Add/Remove Programs.
