Shutting down my computer

When I am shutting off my computer because some
applications require you to reboot your computer,when
shutdown happens it only goes part way then I need to
push the manual off button on the computer in order to
turn off the computer properly this is not good for the
computer so why does it not shut down properly when I
restart it

you have the wrong Hardware Abstraction Layer, or have not enabelled power saving options in your BIOS (ACPI). PLease check your BIOS setting first
